Why can’t even the PS5 Pro run GTA 6 at 60 FPS?

Getting GTA 6 to run at a consistent 60 frames per second could be a major challenge for Rockstar Games, even on Sony’s more powerful PlayStation 5 Pro. A new analysis from the Moore’s Law Is Dead YouTube channel argues that the console’s CPU may ultimately prevent the game from making the jump beyond a 30 FPS target.

The concern centers on the limitations of the PS5 Pro’s processor rather than its graphics hardware. While the upgraded console delivers substantially more GPU performance, its CPU architecture remains based on AMD Zen 2, with only a relatively small increase in clock speed compared with the standard PS5.

That could become particularly important for a game as demanding as GTA 6, which combines a large open world with sophisticated traffic systems, physics, artificial intelligence and a highly reactive environment.

PS5 Pro’s CPU could be the limiting factor

According to the analysis, the PS5 Pro’s CPU is only modestly faster than the processor in the original console. The report estimates that the clock-speed increase is around 10%, meaning developers do not get a comparable generational leap in CPU performance.

That matters because some games can become CPU-bound when attempting to increase their frame rate. If the processor cannot complete the necessary calculations quickly enough, additional GPU power cannot simply solve the problem.

As Moore’s Law Is Dead argues, a game that is fundamentally limited to 30 FPS by CPU performance cannot automatically reach a stable 60 FPS simply by adding more GPU power or improving upscaling technology.

GTA 6 could be particularly affected because Rockstar is building a world that relies heavily on simulation. Traffic, NPC behavior, physics and other background systems all require CPU resources in addition to the work involved in rendering the game’s visuals.

GTA 6 may not receive the PS5 Pro Enhanced label

The analysis also raises another possibility: GTA 6 might not initially receive Sony’s “Enhanced on PS5 Pro” designation.

The certification requirements involve using technologies such as PSSR upscaling, supporting output at 4K resolution and delivering meaningful improvements in areas including frame rate and ray tracing.

However, games do not necessarily need to improve every category by the same amount. A sufficiently substantial improvement in one area can potentially contribute toward meeting the requirements.

That leaves Rockstar with several possible approaches. The studio could prioritize higher-resolution output through PSSR, improve ray tracing and reflections, or make other visual enhancements rather than targeting 60 FPS.

The analysis suggests that rendering at a higher effective resolution with PSSR could potentially help the game meet the criteria even if a 60 FPS mode is not possible.

More GPU power does not solve every performance problem

The PS5 Pro’s additional graphics performance remains useful, particularly for visual quality, dynamic resolution and ray-traced effects.

However, that does not mean the console can simply double the frame rate of a CPU-intensive game.

For a title such as GTA 6, the performance budget has to account for far more than graphics rendering. The game needs to simulate its world, process characters and vehicles, manage physics and handle other systems while maintaining the required frame time.

At 30 FPS, a game has approximately 33.3 milliseconds to complete each frame. At 60 FPS, that window falls to about 16.7 milliseconds. A CPU-heavy game therefore has significantly less time to complete its calculations when moving from 30 to 60 FPS.

Rockstar could prioritise visual improvements instead

The PS5 Pro’s additional hardware could therefore be used to improve the visual presentation of GTA 6 rather than doubling its frame rate.

Moore’s Law Is Dead suggests that PS5 Pro owners should not necessarily expect the console to provide twice the frame rate. Instead, the benefits could appear through improved dynamic resolution, reduced image blur and more advanced reflections, ray tracing and global illumination.

That would be consistent with the way enhanced console versions have often used additional hardware. Rather than completely changing a game’s performance target, developers can use extra GPU resources to improve image quality and graphical effects.

There is also the possibility that Rockstar could eventually produce another version for future hardware. The company has previously released later-generation versions of its games after their initial console launches, including upgraded editions of GTA titles for newer PlayStation and Xbox hardware.

A 60 FPS GTA 6 remains uncertain

None of this confirms that GTA 6 will be locked to 30 FPS on the PS5 or PS5 Pro. Rockstar has yet to provide a complete breakdown of the game’s performance targets and graphics modes.

The analysis does, however, highlight a fundamental limitation of the PS5 Pro. Its additional GPU power can significantly improve rendering, but the console’s CPU is much closer to the standard PS5 than the graphics hardware is.

If GTA 6’s most demanding systems are heavily CPU-bound, reaching a stable 60 FPS could require compromises that Rockstar may not consider worthwhile.

For PS5 Pro owners, the more realistic expectation may therefore be better resolution, image quality, ray tracing and visual stability rather than a guaranteed doubling of the frame rate. Until Rockstar reveals the game’s final performance modes, however, the exact balance between graphics quality and frame rate remains unknown.

This version keeps the original analysis clearly attributed as a prediction rather than presenting the 30 FPS limitation as a confirmed fact.
